Three Pleasant Grove corners are scheduled to change between now and next August. A Famous Footwear is moving into an empty space at Town West Shopping Center on Richmond Road. A Casey's General Store is going up from scratch at Summerhill Road and Moores Lane. A two-story surgical hospital is planned for Pleasant Grove Road at McKnight Road. All three projects first appeared publicly in July 2026, in filings with the Texas Department of Licensing and Regulation. No sign announced them. Those filings put the three projects on very different timelines.
Each filing lists a planned finish date. As of October 12, the shoe store's date is about three weeks away and the Casey's date is about nine weeks away. The hospital's date is almost ten months out. How long each one takes depends mostly on how much has to be built.
All three projects are registered with TDLR's architectural barriers program, which reviews building accessibility. Anyone can look up each project by number and see the address, the scope of work, the estimated cost, and the planned start and finish dates. That's how TXK Today reported the hospital on July 2. Its report on the Casey's at Summerhill and Moores followed two weeks later.
Here are the three projects side by side, using what each filing lists:
| Project | Location | Type of work | Size | Estimated cost | Filed start | Filed finish |
|---|---|---|---|---|---|---|
| Famous Footwear | Town West Shopping Center, 2315 Richmond Rd., Space 9C | Interior work in an existing space | 5,357 sq ft | $415,200 | Aug. 31, 2026 | Nov. 4, 2026 |
| Casey's General Store #5307 | Summerhill Rd. and Moores Ln. | New ground-up store and fuel station | 4,173 sq ft | $1.79 million | Sept. 7, 2026 | Dec. 14, 2026 |
| Pleasant Grove Surgical Hospital | 3133 Pleasant Grove Rd., at McKnight Rd. | New two-story building | 36,858 sq ft | $18 million | Aug. 3, 2026 | Aug. 2, 2027 |
The cost per square foot shows how different these jobs are. At the filed numbers, the Famous Footwear work comes to about $78 per square foot. The Casey's works out to about $429, and the hospital to about $488. Building inside an existing storefront costs a small fraction of a new building, and it takes a fraction of the time. The timelines follow that same order.
The Famous Footwear filing describes "interior tenant improvement for a new Famous Footwear going into an existing space." The work covers 5,357 square feet in Space 9C at 2315 Richmond Road. The tenant is paying for it, not the landlord, and the filing lists 65 days between the Aug. 31 start and the Nov. 4 finish.
Town West already has a parking lot, a roof, and utilities, so this project only needs walls, fixtures, and flooring. That's why its timeline is the shortest of the three. A Nov. 4 finish date in the filing is not an opening date, though. We haven't found any public announcement of when the store will open its doors. TDLR currently lists the project as "Review Complete." If the filed schedule holds, this is the one change on the list that could arrive before the holiday shopping season.
The Casey's is a different kind of project. The filing describes a new 4,173-square-foot convenience store with fuel, estimated at $1.79 million and built from the ground up. It was registered on July 9, with construction expected to start Sept. 7, according to TXK Today. The TDLR filing lists Dec. 14 as the finish date, which makes the planned build about 14 weeks long.
A building with fuel pumps needs more work than a storefront. The site has to be prepared, the tanks and canopy installed, and the store built and connected to the street. Fourteen weeks for all of that is a tight schedule. That's also why the Casey's is the first new building on this list instead of the first opening.
TXK Today noted that Casey's is known for made-from-scratch pizza and runs more than 2,900 stores across the Midwest and South. For people who live off Moores Lane or Summerhill, a fuel stop and a pizza counter at that corner would put both closer to home.
As with the shoe store, the planned dates are not a progress report. We haven't found any public update since July confirming that work began on Sept. 7.
The hospital is the biggest project of the three by far. TDLR lists Pleasant Grove Surgical Hospital at 3133 Pleasant Grove Road in Bowie County. It's described as a new two-story, six-bed surgical hospital covering 36,858 square feet, privately funded, with an estimated cost of $18 million. TXK Today reported the size as about 36,000 square feet. The state filing gives the more exact number.
The filing lists a start date of Aug. 3, 2026, and a finish date of Aug. 2, 2027, one day short of a full year. From today, that finish date is almost ten months away. At some point during that time, the corner will be an active construction site.
The location matters too. TXK Today described the lot as sitting at "one of the area's busiest intersections, visible from Pleasant Grove Road." The same report said a local pain medicine physician has signed on as one of the first doctors at the facility. The TDLR filing lists Potter Properties, Inc. as the property owner and shows no tenant assigned yet. TXK Today reported that the filings didn't give further details on the facility's ownership structure. The outlet described the project as part of a growing wave of healthcare investment across the Texarkana region. This one would put that investment right on a Pleasant Grove corner.
None of these filings confirms that construction has started. The hospital's current TDLR status reads "Project Registered." The Famous Footwear status reads "Review Complete." These labels describe where the paperwork stands in the state's accessibility process. They aren't reports from the job site. Planned start dates have passed for all three projects. Even so, we haven't found any news or official update from August through mid-October confirming what's happening at the sites.
If you want to follow these projects yourself, the filings are public:
The order these projects finish in will most likely match how much each one has to build. The shoe store needs walls inside an existing building. The Casey's needs a new building and fuel pumps. The hospital needs two stories on an empty lot. Their filed finish dates are Nov. 4, Dec. 14, and Aug. 2, 2027.
